TRAINING & STAFF SERVICES
eputy Commissioner Charlotte A. Council is a (26) twenty-six year
veteran of the Philadelphia Police Department. She was born and
raised in the West Oak Lane section of Philadelphia. She is the
mother of a 32 year old daughter who is currently a licensed attorney
in Philadelphia, PA. She began her career as a patrol officer
in the 14th police district. Her other assignments included: Patrol
Sergeant in the 23rd district, Sergeant and Lieutenant at the
Advance Training Unit, Executive Officer (Captain) in the 6th
and the 35th police districts and Commanding Officer of the Employees'
Assistance Program (EAP).
On October 23rd, 2003 Deputy Commissioner Council was appointed
the first African American female, Deputy Commissioner in the
Philadelphia Police Department. Her first assignment was overseeing
the operations of the Internal Affairs Bureau. In January, 2006,
Deputy Commissioner Council became the Deputy Commissioner of
Training and Staff Services. She oversees recruit training,
in-service training and firearms training. She also oversees
Staff Services units such as the Employee Assistance Program,
Offender Processing, Police Detention Unit.
Deputy Commissioner Council is currently the President of the
Greater Philadelphia Chapter of the National Organization of
Black Law Enforcement Executives (NOBLE), a member of the Guardian
Civic League, The Fraternal Order of Police (FOP), the National
Organization of Black Women in Law Enforcement (NOBWLE), the
Federal Bureau of Investigation Law Enforcement Executive Development
Association (FBI, LEEDA) and a board member of the (Atwater
Kent Museum).
Deputy Commissioner Council has received several awards including
the Dorothy Cousins Award, the American Legion Certificate of
Commendations and the Shirley Chisholm Award. She also received
a fellowship, in 2002 from the Leadership Development Institute
at the FBI Academy in Quantico, VA., where she was able to network,
teach and exchange ideas with local, state and federal law enforcement
agencies.
Deputy Commissioner Council attended and taught in the Philadelphia
Public Schools System. She holds a Bachelors of Arts and Master
of Arts degrees in Education from La Salle University. She also
mentors a teenage female who recently graduated from high school.
