he Civil Affairs Unit, formerly known as the Civil Disobedience
Unit, was established in the early 1960's in a proactive response
to growing social unrest emanating from local as well as national
issues.
Recognized by the Philadelphia Police Department as having
primary enforcement responsibilities at any public assembly,
demonstration or labor dispute, the function of the Civil Affairs
Unit, is to preserve peace and order, ensure the well being
of persons and property and protect the Constitutional Rights
of all involved parties.
Specific objectives include securing any demonstrators' right
to communicate their grievance, complaint or protest or to advocate
their idea or position, as well as preserving the rights of
the individual, organization or business being demonstrated
against.
In addition, the Civil Affairs Unit is responsible for the
policing and reporting of labor disputes, including rallies,
picket lines and other relative incidents. As civil disagreements
arise between management and employees or their bargaining representative,
labor laws are enforced or adjudged by the National Labor Relations
Board, the courts, the Pennsylvania Labor Relations Board and
other agencies. However, the Civil Affairs Unit's goal is to
prevent criminal acts or other violence.
In a supportive function, Civil Affairs personnel provide assistance
to the Sheriff's Department, the primary enforcement agency
for all court-ordered injunctions.
Civil Affairs Officers perform the aforementioned roles while
maintaining complete neutrality.
