mission statement of the 4th District is "to effectively
develop and maintain strong community participation in order to
minimize the instance of crime and to improve quality of life
in our neighborhoods".
The 4th Police District District is located on the first floor
and basement of a City of Philadelphia owned building located
on the southwest corner of 11th and Wharton Streets in South
Philadelphia. The 4th District has been in this building, which
it has shared with the 3rd District since 1960. The 4th District
comprises a geographic area of approximately 6.1 square miles
bounded by Tasker Street, the Philadelphia Naval Ship Yard,
Broad Street and the Delaware River. According to 1990 census
figures, population totals are approximately 45,566: Caucasion
86%, African American 7%, Asian 6%, Other 1%.
Within the confines of the 4th District you will find the Sport's
Complex, which includes the Veteran's Stadium, First Union Center,
and the First Union Spectrum. The 4th District also has six
(6) major business areas and the Phila. Regional Produce Center
with a truck port, which services interstate truck commerce.
Methodist Hospital is located at 2301 South Broad St.
The 4th District is commanded by a Captain and consists of
four (4) separate squads, each commanded by a Lieutenant. Three
squads can be classified as line squads, the other squad, Five
Squad, provides administrative support, as well as, specialized
patrol.
The 4th District has developed a good relationship with the
members of our community. The 4th District's Police Community
Relation's Officer is involved in various programs; such as,
maintaining an ongoing Townwatch liaison and updating the training
program as needed. He presents crime prevention talks for all
interested groups; hosts monthly Police District Advisory Committee
meetings; visits schools with our "Officer Friendly"
program, and arranges and hosts our annual Christmas party for
children in need.
