The main goal of this unit's commander and the officers under their command is to reduce crime. There is a willingness from the area businesses and residential community to work with the police in solving some of the nuisance crimes in the district such as underage drinking, curfews, and truants. All 5th District supervisors understand that they, along with their subordinates, are to take a zero tolerance approach to underage drinking, disorderly conducts and other types of nuisance crimes. They are to strongly enforce these Quality of Life issues. Although the 5th District has one of the lowest crime rates in the City of Philadelphia, we still have to be aggressive in our patrol techniques and enforcement of our nuisance laws.

Geographic Composition & Demographics
The district is comprised of four (4) distinct neighborhoods, often referred to by civic groups as W.A.R.M. These neighborhoods are:

1. Wissahickon - the southeast section is generally a blue-collar residential neighborhood.

2. Andorra - the northern section is mostly an upscale, white-collar/professional residential neighborhood with a number of large apartment complexes. A neighborhood also containing many small businesses as well as the larger of the two area shopping malls (Andorra Shopping Center).

3. Roxborough - the central section is a mixed blue-collar/white collar/professional neighborhood with many small business establishments and the Ivy Ridge Shopping Mall.

4. Manayunk - the western riverfront section is an older "Mill Town" blue-collar type neighborhood that suffered economically with the demise of its mills and factories during the last thirty years. It is a neighborhood that has recovered in leaps and bounds in recent years with the infusion of shops and restaurants along its revitalized, Victorian Main Street and gentrification occurring in the surrounding residential area. This area could possibly become the next "South Street."

Boundaries
North - Northwestern Avenue/Montgomery County Line, Wissahickon Creek to Schuylkill River.
South - Lower section of Wissahickon Creek, Wissahickon Drive curve to Schuylkill River confluence.
East - Middle section of Wissahickon Creek, Northwestern Avenue to Wissahickon Drive.
West - Schuylkill River, Montgomery County line to Wissahickon Creek confluence.

Size
The 5th Police District represents an area of approximately 8.51 square miles and is part of the Northwest Police Division.

Population
There are approximately 45,000 people residing in the confines of the 5th Police District. Of these resident: 75% are White, 18% are Black, and 7% are Other Races.

Assignment Volume
APPROXIMATELY 32,000 IN 1999 AND 34,000 IN 1998. APPROXIMATE NUMBER OF OFFICERS ASSIGNED: 90 (NOT INCLUDING SUPERVISORS)

Programs

  • COPS AHEAD - Federal law enforcement grant money given to the Police Department to increase the number of Police Officers hired to patrol the City of Philadelphia.
  • PDAC (Police District Advisory Council) - a diverse group of residents, businessmen, educators, clergy, doctors, lawyers, developers, and community leaders who meet twice a month at the district station house and advise and assist the Commanding Officer in setting policing priorities in concert with concerns of the community the Police serve.
  • BOND PROGRAM - this program provides business owners with a means to be contacted by the Police in the event of an emergency at their business when it is closed.
  • SAVE PROGRAM - owners of autos can register their vehicles in this program. A sticker is placed on their vehicle which alerts Police Officers on the street when the vehicle is being used between the hours of 12 A.M. and 6 A.M. It is a good tool for recovering stolen autos.
  • POLICE EXPLORERS POST #851 - Young adults between the ages of 14 to 20 can join. It is affiliated with the Boy Scouts of America. Members are given the opportunity to learn about law enforcement and enjoy activities such as field trips to Police facilities, films, and district ride-a-longs, usually monitored by the district Community Relations Officer.
  • OFFICER OF THE QUARTER - Candidates from the district are submitted every quarter. A Police Officer is chosen for this award and receives a certificate and an award, usually donated by a local business.
