The Eighth District was formed from the Seventh District in May of 1980 and is bounded on the east by the Delaware River, on the south by Rhawn Street; on the west by Roosevelt Boulevard; and on the north by Poquessing Creek. The property upon which the Eighth District is located is leased from the Northeast Airport.

The District is 14.54 square miles in area which represents 10.5 % of the total land area of the city. This area contains all of the postal zones of 19154 and 19114 as well as parts of postal zones 19136 and 19153.

The current population of the Eighth District, according to the United States Census Bureau (1990) is 98,146 persons. However, the year 2000 census is expected to provide new information on the population.

The Eighth District population is represented by the following racial and ethnic percentages: White 86.0 % Black 9.0 % Hispanic 2.4 % Asian .7 % Other 1.9 % The population density of the Eighth District is 6,750.06 persons per square mile.

The Eighth District encompasses the largest geographic area of any police district in the City of Philadelphia. It is primarily residential by also contains many industrial parks, shopping centers and public institutions.

The City facilities located within the Eighth District includes the Philadelphia Police Department and the Philadelphia Fire Department training academies, the Northeast Airport, The Criminal Detention Facilities are located along State Road and include: Detention Center, House of Corrections, Industrial Correction Center, Currran-Fronhold Prison. The Riverview Home for the Aged is located at Rhawn and State Road There are three (3) branches of the Free Library of Philadelphia, three (3) Philadelphia Fire Department Engine Companies, a Ladder Company, Rescue Company and numerous facilities of the Department of Recreation. Also located in the Eighth District is the Mini City Hall.

There are several State and Federal institutions located within the Eighth District. These include the following: National Guard Armory, Marine Reserve Training Facility and Armory, Woodhaven Center for disabled persons, the Regional Center of the Internal Revenue and a facility connected to the Social Security Administration.

There are eleven (11) Parochial schools, consisting of three (3) High schools (Father Judge, Archbishop Ryan and Nazareth Academy) and eight (8) Elementary schools. There are ten (11) Public Schools, consisting of two High Schools (Shallcross and the Swenson Skill Center); six (6) Elementary schools and two (2) Middle schools (grades 5 to 8) and one (1) Charter School. There is one (1) Private school (Delta School for Special Needs). There are two (2) institutions for higher learning , Community College of Philadelphia and Holy Family College.

The Eighth District has many large and heavily used highways within it's boundaries. The main arteries are Woodhaven Road, Interstate 95, Roosevelt Boulevard, Frankford Avenue , Knights Road, Grant Avenue Torresdale Avenue Holme Avenue and Academy Road. There are two (2) major Rail lines that operate through the Eighth District, Conrail and Amtrak. S.E.P.T.A. in conjunction with Amtrak transport a number of people on a daily basis. Located at Delaware and Linden Avenues is a public boat access ramp to the Delaware River. Accompanying this access ramp are associated recreational facilities for public use. Part of Pennypack Park runs through the Eighth District. This public recreational area is maintained in a natural state and is one of the finest urban parks in the United States of it's kind. The Eighth District has in it's boundaries two (2) Hospitals: Frankford Hospital- Torresdale Division and Nazareth Hospital are available to serve the public. Frankford Hospital is equipped with a helicopter landing facility and is an approved trauma center. Also located in the District is Benjamin Rush Mental Health facility, located at 11000 Knights Road. This facility serves as the areas mental health emergency evaluation center.

There are ten (10) shopping centers located in the Eighth District and one dispersed shopping area. The largest of these shopping centers is the Franklin Mills Mall which handles millions of shoppers per year. This mall is reported to be the second largest indoor shopping mall in the country.

Eighth District Officers handle an average of 59,481 calls for service each year. The officers drive 733,634 miles annually.

The Eighth District has a Police District Advisory Council meeting the first Wednesday of each month at 7:00 PM. The public is welcomed and encouraged to attend. At these meetings the public can express opinions on how the Eighth District Officers can better serve their needs.

The Eighth District Operations Room can be contacted by dialing 215-686-3080 or 215-686-3081. However these numbers are not used to report crimes or incidents as this must be done by dialing 9-1-1.
