he 16th Police District is located in West Philadelphia, at 3900
Lancaster Ave. It is part of the Southwest Patrol Division, which
also includes the 19th, 18th, and 12th Districts. The District
boundaries are the Schuylkill river on the east, 52nd St. on the
west, Market St. on the south, and Parkside Ave. on the north.
The District is accessible through numerous SEPTA bus, trolley,
and subway routes. Also 30th St. Station, serviced by Amtrak trains,
is located at 30th St. and Market St.
Statistics from the 1990 census report, when the District's
western boundary was Belmont Ave. are as follows: Total area
is 1.05 square miles. Population is 29,032 persons. Percentage
of Philadelphia's population residing in the District is 1.8%.
Percentage of Philadelphia's area within the District is .8%.
The median family income derived from the 1990 census information
for the tracts included in the 16th Police District averages
out to: $15,516.00. This figure was arrived at by adding the
totals for the 9 tracts and dividing the sum by nine. There
are 9 census tracts within the 16th District, the median family
income varies widely from tract to tract with a high of $42,426.00
and as low as $7,710.00. Neighborhood names within the District
are: Belmont, Parkside, Girard/Poplar, Mantua, Powelton Village,
and West Powelton.
Currently there are 133 officers assigned to the 16th District.
In 1999, 50,953 reports were taken by 16th District Personnel.
Retail stores are spread out along Lancaster Ave. and Market
St. Drexel University and related student housing make up a
large part of the Powelton Village section of the District.
Also the Philadelphia Zoo is located at 34th St. and Girard
Ave.
The civilians that live and work in the District as well as
the Police Officers that patrol here make it a diverse environment.
In an attempt to improve the quality of life in the 16th District
the following programs are in place:
Weed and Seed Program
Covers 44th St. to 54th St., and Parkside Ave. to Market St.,
and addresses quality of life crimes.
Empowerment Zone
Covers 44th St. to 54th St., and Wyalusing St. to Parkside Ave.,
and attempts to rebuild dilapidated neighborhoods.
Village Project
Is a p program which attempts to provide technology training
and mentoring programs to elementary school children.
Mobile Mini-Station
A mobile mini station is assigned to the 16th District which
allows the district to target certain problem areas by focusing
manpower.
