T he mission of the 22nd Police District is to serve all people of the area responsibly. To respond to present needs of the community and address those needs that may arise and change. To help keep peace and order which encourages improved neighborhoods and maintains a good quality of life. To establish working partnerships between law enforcement and the community within the neighborhood, which develops an increased awareness of our support for the area.

Geographically, the 22nd District boundaries are from the South-side of Lehigh Avenue, to the North-side of Montgomery Avenue, West-side of 10th Street and a small portion of Germantown Avenue, East-side of 33rd Street and a small portion of 34th Street. The area contains the postal zones 19121, 19122, 19132, 19133. The population for the 2.19 mile area is approximately 66,583 with a racial breakdown of 97.9% black, 0.9% white, 0.3% Asian and 0.9% other per the 1990 census statistics. The population density is 30,403 Per square mile. The 22nd District has fourteen (14) elementary schools, one (1) parochial school, two (2) high schools and one (1) college/university to educate our multi-diverse community. The transient student population of Temple University, in the area of 1800-2100 north Broad Street encompasses a large majority of our ethnic makeup.

The 22nd District is basically residential living community with no key industrial/factory employers for the area. Temple University is a key institution, and large contributor to the community through donations, employment and resources. There are many small businesses, corner grocery stores, Stop & Go's (selling malted beverages and food) and fast food franchises. These stores are located throughout the district; 2500 to 2600 block of Germantown Avenue, 2100 to 2200 block of north Broad St, 1300 to 2000 block of Susquehanna Avenue and the 1000 to 3000 blocks of west Lehigh Avenue and on other small arteries and byways. Our main shopping plaza is 2900 W Dauphin Streets, which houses our local food market.

Community resources, activities, and facilities in the district are listed as follows: The Liacouris Center of Temple University (formerly known as The Apollo) is a full service Convention Center and Sporting Event Complex. Three (3) Police Athletic Leagues Centers (PAL) - Police supervised recreation/sport activities for youth more information contact (215) 291-9000. There are four (4) City of Philadelphia Recreation Centers and a host of other small community recreation centers and groups. There are two (2) Medical/Health Centers to service the area. Philadelphia has one of the most comprehensive Drug Rehabilitation Programs (One Day At A Time) in the country. Most programs in large city only have a 28-30 day program for recovering addicts. Our city offers a six (6) month to one (1) year recovery program which offers housing and job training. There are several of these treatment centers though-out our district.

The 22nd Police District responds to an average of 68,500 radio calls a year with an approximate staffing of 154 officers. The Community Policing Team consists of five (5) Police Officers as listed below:

• Commanding Officer (Captain of the District) - (215-686-3220/21)
He/she is responsible for the well being of the community and police personnel under his/her command. He has to balance the fine line between Police Departmental rules and regulations and the community concerns and needs. These goals are accomplished through the means below:

Effective deployment of our officers, utilizing crime data and computerized maps, community meetings with special interest groups, Police District Advisory Council, Police Clergy Program, Police Peer Group, School/Business Community, Mediation/Conflict Resolution - community/officers.

Community meetings with special interest groups Townwatch/Neighborhood Watch Police Explorers - (youth ages 14-20yrs with career interests in law enforcement or similar careers.) Mediation/conflict resolution School programs/Career presentations
Youth Aid Panel - (Juvenile first time offender program which upon completion expunges the juvenile's criminal record.)
Police District Advisory Council - (Comprised of citizens from the community to discuss district concerns)
Police Clergy Program - (Comprised of Clergy from the district to discuss the police impact/perception on the community)

• Environmental Response Officer - (215-685-2732/ext.3) Code enforcement for sanitation/trash problems, Illegal dumping Licensing and Inspection Violations Abandoned properties, hazardous and condemned

• Victim Assistance Officer - (685-2732/ext.4)
Assistance and Referrals to victims of crime and the elderly. Working in a close partnership with the North Central Victims Services Program - Volunteers Always Needed….. (215-204-1278) Victim Compensation Program - (eligibility required), Victims must meet the criteria set forth by PA Compensation Board.
