T he 24th District is geographically located in the lower Northeast Section of the city. The area served is 6.36 square miles. The 24th District as is the rest of the city is comprised of neighborhoods. These neighborhoods are Kensington, Harrowgate, Port Richmond, and Juniata. It is one of the oldest neighborhoods in the city. In June 1993, additional territory was added to the 24th District from the 25th District resulting in a significant increase in calls for service. During 1999, 24th District personnel responded to 99,227 calls for service.

The boundaries of the district are as follows:
North: Allegheny Ave.-Front St. to G St Wyoming Ave. to Frankford Creek, G St. to Delaware River
South: Lehigh Ave.-Front St. to Delaware Ave.
East: Delaware River, Lehigh Ave. to Frankford Creek
West: Front St-Lehigh Ave. to Allegheny Ave. G St. Allegheny Ave. to Wyoming Ave.

The 24th District is approximately 3/4 residential and 1/4 commercial/industrial. As of the 1990 Census Report, the population is as follows:
People :79,382
Persons per square mile :12,481

There are 2 major shopping corridors within the District, 2700-4100 Kensington Ave. and 3300-3800 Aramingo Ave. In addition, there are several plants and facilities located along the Delaware Avenue Corridor, most notable are the Philadelphia Gas Works Plant and the Tioga Marine Terminal.

There are currently 226 officers assigned to the 24th District.

These officers are divided into 5 Platoons (1,2,3,5, & 7). The officers assigned to 1 & 2 Platoons rotate after working 2 weeks of 8am-4pm and 4pm-12am. The officers assigned to 3 Platoon work the steady 12am-8am shift. Officers assigned to 5 Platoon include the Commanding Officer's administrative staff and tactical patrol personnel. 7 Platoon officers are those covered under the Federal Crime Bill "Cops Ahead Program".

Officers assigned to the 24th District patrol in vehicles and on foot. There is also one Mounted Officer assigned to the District that patrols on horseback.

Officers respond to 911 emergency calls and through high visibility and directed patrol discourage any would-be offenders from committing criminal acts. When crimes do occur, rapid response is aimed at apprehending and prosecuting the offender(s).

The above organizations facilitate a 2-way flow of information between the Police Department and residents and businesses of the 24th District.

Youth Aid Panel-A diversionary program for first-time juvenile offenders. Town Watch-Serves as eyes and ears of the Police Department. Town Watch members are trained in what to look for and dial 911 immediately on any situation requiring police action.

Provides crime prevention information and visits residences and businesses which have been victims of crime and conducts surveys which will assist them in developing methods to prevent future occurrences.

Works with victims of crimes assisting them in processing Crimes Victims Compensation Claims.

Liaison between the various community and business groups and the Police Department.

• (N.E.T.S.) Narcotics Enforcement Teams 215-686-3240-41
Street level narcotics complaints.

• 5 Platoon Tactical Squad / (ETF)East Task Force * 215-686-3240-41
Combats specific crime problems within the District (i.e. stolen autos, burglaries, robberies etc.).

*These officers are also used in the 25th and 26th Districts as they supply some of the officers that comprise the task force.
