Previous PageComputer Aided Dispatch System

The Computer Aided Dispatch (CAD) is the system of processing telephone calls from the public and the dispatches to police vehicles. The CAD computer system is has a completely redundant back-up protocol to ensure 99% reliability. It is the most sophisticated computer-operated dispatching system of any large police department in the nation.

Computer Aided Dispatch is a computerized version of our old complaint dispatch system.

How It Works
Dispatchers receive calls from the public via 9-1-1. The information received is entered into a computer terminal that has been programmed to process these calls.

The operation of the CAD system can be simplified into the following steps:

1. A call for service is received by a call-taker.
2. The call-taker enters the required information into a terminal, guided by a pre formatted screen.
3. The computer accepts the assignment information; checks the validity of the address using the Geographical Base File (G.B.F.), dispatches it to the correct broadcasting console then nominates available units (car, wagon, foot beats, etc.) to handle the assignment:
4. Each dispatch is given a priority rating according to the nature of the assignment The dispatchers' list of assignments is continually . updated according to priority.
5. Police vehicles receiving assignments are required to notify Radio when they arrive at the location of the assignment.
6. The computer automatically generates District Control (D.C.) numbers for all assignments requiring them as denoted by the nature of the assignment. District Control Numbers are the Philadelphia Police Department equivilent to case or incident numbers.
7. Provisions are incorporated into the system to provide for "on-site" incidents and "walk-in" complaints.
8. The computer automatically maintains a status board for each District:; listing all vehicles working on a specific tour, their status and current assignment: This is a feature available to all Commanders via their Operations Desk terminal.
9. The computer generates reports relative to police complaints, dispatches and patrol vehicle activity.
