
Preliminary
Arraignment System (PARS)

January 1998, the Police Department, along with the Mayor's
Office of Information Services (MOIS) and several other criminal
justice agencies, completed the installation of the Preliminary
Arraignment System (PARS).
This system is designed to capture all arrest information that
pertains to individuals charged with a crime in Philadelphia.
It is based upon client server technology and is configured
into a wide area network that services every police installation
that processes prisoners. PARS is connected to the District
Attorney's Office, which uses the system to aid in the arraignment
process. It is also used by the First Judicial District to aid
in pre-trial investigations, bail determination and in the creation
of legal documents to be used in court.
The Philadelphia Police PARS system has been the subject of
significant interest by both domestic and international police
agencies.
