Previous PageStolen Auto Verification Effort (S.A.V.E.)

C roject S.A.V.E. is a program being conducted by the Philadelphia Police Department in an effort to decrease the amount of vehicles that are stolen in Philadelphia. This program is not a guarantee that a vehicle registered in the program will not be stolen, but a vehicle that has a decal affixed to it's windows will less likely be a target for the criminal and is therefore less likely to be stolen

Description

Interested citizens will voluntarily give the Police permission to stop their vehicle during certain hours of the day when the vehicle is not usually being operated.

To become part of this program a citizen will be required to register their vehicle with the Philadelphia Police Department through their local Police District. A registration form will be completed by the applicant and the information confirmed with the Pennsylvania Department of Motor Vehicles in Harrisburg, Pennsylvania.

Once the information is confirmed, two (2) window decals approximately 4"X 4" in size and a single rear bumper sticker (optional) measuring 4"X 2" will be placed on the vehicle. The window decals are numbered to correspond with the registration form.

The owner of the vehicle will also be required to sign a WAIVER giving Police permission to investigate the vehicle and operator if observed being operated during the times specified. If the vehicle is observed being operated between the hours 12:OOam-6:OOam, the vehicle will be stopped by the Police and an investigation conducted regarding the ownership of the vehicle.

If the operator cannot produce proof of ownership and does not know the name and address of the owner, he/she will be taken to the nearest Police District for further investigation and the vehicle owner contacted. If proof of ownership is presented after being stopped by Police, the information will be verified and the operator will be permitted to continue operating the vehicle.

Benefits

Citizens who participate in this program can expect to realize the following benefits:

  • A vehicle with a decal will be less of a target for auto theft
  • A registered vehicle will be less of a target for theft from auto
  • If stolen, the vehicle will be recovered sooner and with less damage
  • If the vehicle is tampered with, or struck by another vehicle while parked, the owner can be contacted quickly by Police.
  • Some insurance companies are offering discounts to policy holders who register their vehicle

Additional Steps to Prevent Auto Theft

  • Install a quality auto theft alarm
  • Use an anti-theft device such as a reinforcing collar or steering wheel bar
  • Install a quality kill switch in your car
  • Park in well lit areas whenever possible
  • Do not leave personal identification in the car, including registration/insurance cards
    Keep all valuables locked in trunk and out of view
  • Never leave the car running and unattended for any length of time, however short
  • After registering in the S.A.V.E. Program, keep the Police notified of any change in the information you submitted when you joined.
  • Tell your friends and neighbors about this program, that more people enrolled, the more effective it will be.

Philadelphia citizens who wish to register their vehicle in this program can contact the Crime Prevention Officer or the Community Relations Officer at their local police district. It is preferable that you visit the police station so you can prepare the necessary documents and obtain your window decals.
