he Heroin Education and Dangerous Substance Understanding Program
(Heads-up) was established to attack the drug problems from
a preventive standpoint. We in the Narcotics Bureau have come
to realize the importance of presenting a no holds barred outlook
on the true damage and destruction that drugs are causing on
young and old alike. This program is so important that every
effort must be made to present it to as many people as possible.
Heads-up Program was presented on April 10, 2001 to 1100 members
of the student body at Cardinal Dougherty Catholic High School.
As of this writing (01.02.07)
we have presented this program to over 400,000 people at over
2,600 different sites in and around the city of Philadelphia.
The number of presentations continues to grow as the response
has been overwhelming.
They have heard about the dangers of the latest drugs that could
knock them and their friends down.
The program is geared towards children and families to not only
to teach them about the dangers of drugs, but also to actually
show them what will happen. It is obvious to all in this country
that something needs to be done to redirect and protect our
children.
The Philadelphia Police Department has dedicated itself to
building relationships with the City's youth who hold the key
to a successful future.
Proactively, members of the Police Department along with the
recovering addicts and the families members who have lost loved
ones to drugs, have devoted their time and energy to educate
children in order to prevent their involvement in drug addiction
and to give them the tools to build solid character.
The Narcotics Bureau is committed to continue this valuable
initiative that has received tremendous acclaim from the community.
Both public and parochial schools have indicated that they wish
to continue with the Narcotics Bureau in presenting this "Heads-up
Program" to their students.
The Philadelphia Police Department has always been devoted to
the youth of the City and it is through the continuation of
this program that the Department maintains its commitment to
the children of Philadelphia.
In Philadelphia from January 1, 2001 to December 31, 2001,
24,845 people were arrested for narcotics violations. Of this
total, 2,341 were non-residents, and 2447 were juveniles. For
this reason we believe that if asked to present the "Heads-up
Program" to other communities that we should not hesitate
to do so.
