A bandoned automobiles are persistent problems that all large cities with a large volume of automobile owners must contend with. This form is designed to assist us in that endeavor.

Lacking resources or a means of properly disposing an unwanted automobile, some people elect to abandon them on city streets or dump them in other off-road venues. Doing so is against the law.

Vehicle owners of record may be held liable for towing, disposal and other fees related to removing their automobile. In addition to these fees, vehicle owners receive tickets for this violation that must be paid.

Use this form to report an abandoned vehicle that is located within the confines of the City of Philadelphia.

A vehicle may only be reported as abandoned if it meets one of the following legal criteria:

The vehicle is both INOPERABLE and has been left unattended on PUBLIC PROPERTY for more than forty-eight (48) consecutive hours. or;

The vehicle has remained ILLEGALLY on public property for a period of forty-eight (48) consecutive hours. or;

The vehicle does not have a VALID registration, license plate, certificate of inspection or title AND has been left unattended on, or along, a PUBLIC HIGHWAY. or;

The vehicle has remained on PRIVATE PROPERTY without the consent of the property owner or person in control of the property for more than forty-eight (48) consecutive hours.

After we receive your report and confirm the information, we are required by law to contact the vehicle's owner and inform them that their vehicle is considered abandoned. Additionally, we must provide them with eleven (11) days to remove the automobile from the highway before we are authorized to tow it.

If, following the eleven day waiting period, the owner has not brought their vehicle into compliance with the law, the Police Department will make arrangements to have the vehicle removed. Please note that we no longer affix blaze orange "Abandoned Vehicle" stickers to reported abandoned automobiles.

The Police Department contracts with private salvors for the purpose of removing abandoned automobiles. Once the eleven day waiting period has lapsed, salvors are given towing orders for automobiles that are still in violation. Salvors are encouraged to remove the autos within seventy-two (72) hours after receiving a towing order.

If the vehicle you wish to report is a health or safety hazard or meets the requirements of House Bill 433 (expired registration AND vehicle inspection sticker that has been expired for over 90 days), the vehicle will be towed immediately.
